Almost needless to say there is a very marked difference between the education afforded the students at the colonial colleges and that provided for them at the present time. The supreme feature of that difference deserves special attention. It is that the students in the colonial colleges had their duties toward others emphasized for them while the students of the modern time are taught ever so much more about their rights. They hear much now about the supreme importance of the development of individuality and the bringing out of personality; then they had repeated for them over and over again that education’s aim was the benefit of the community and the doing of good for their fellow men. The paramount purpose of education at the present time is to enable students to make a success of life.
Success means above all the making of money. The supreme aim of education in the colonial times was to render students valuable to the community. Over and over again college documents of various kinds, charters, statutes, announcements, dwell on the fact that education was to be cultivated mainly, indeed almost wholly, for the purpose of producing suitable candidates for the ministry and the magistracy, so as to provide a mentally well trained pastorate for the churches and such candidates for political office as would assure honest administration as well as thoughtful consideration of the needs and rights of the people. Colonial educators without exception were intent on making students thoughtful for others rather than themselves while they provided the principles for the proper solution of political problems by men whose college training had been directed particularly toward making them honest, honorable, upright citizens and officials of the community.
This training came between the ages of fifteen and twenty, just when adolescents are most impressionable, and when impressions produced are very likely to endure. This seems to us entirely too early for graduation from college and we have been prolonging the period of tutelage during which young men are not encouraged to assume their personal responsibilities but are left to take things as they come and to consider that the less they have to devote themselves to hard work the better it is for them. Our generation is inclined to think that college work completed at twenty or earlier is surely too young, but our forefathers’ generations would inevitably have felt that our young men were wasting their time when they were only graduated from preparatory school at nineteen or so, and that they ought surely to have reached a higher mental development than this at that time of life. Above all there is in our time very little teaching of the principles of morality and of right conduct in life and still less emphasis on man’s duties toward God and his neighbor as well as himself.
The lack of this teaching has been noted by many modern educators who have emphasized the fact that young men need such training very much and yet agree that there is almost no place for it in education as organized at the present time. The years of life, fifteen to twenty, which students spent in college during the colonial period, particularly during the generation just before the Revolution, represent the time that is now spent to a great extent in the preparatory or secondary schools. Some of the most insistent complaints with regard to the defects of education at the present time have been heard exactly with regard to our secondary school education. Adolescents are not given that training for life nor have emphasized for them the principles of ethics which would make better men of them.
Moral philosophy is a special subject of study that is very rarely met with in the curriculum of a preparatory school though this is the impressionable age when it would be best learned and when the application of its principles may be so deeply engraved as to become habitual. As a result of this defect in secondary school education there is no period in life when ethics as representing principles of personal conduct is taught.

Experts from the United Nations and Indian Ocean countries agreed to set up a tsunami warning system to prevent a repeat of the catastrophe that struck on December 26, Unesco said.
A fully functioning system that detects undersea earthquakes and broadcasts warnings to coastal communities is expected to be in place by the end of 2006, said Patricio Bernal, executive secretary of Unesco’s Intergovernmental Oceanographic Commission, on Tuesday.
“The Indian Ocean countries have agreed among themselves to set up an early tsunami warning system for the whole Indian Ocean basin,” Bernal said. The basin extends to the 11 southern Asian coastlines devastated by the December tsunami.
At a five-day meeting at Unesco’s headquarters in Paris, experts also laid out a timetable for the project and interim measures to help protect the region that was battered by the killer Asian tsunami.
Japan and the United States are to begin providing alerts on seismic activity to the region starting on April 1. The two countries have the world’s most advanced tsunami warning systems, and a UN-co-ordinated network based in Ewa Beach, Hawaii, issues alerts for 26 Pacific Ocean nations.
Could be extended by 2007
Experts say a similar system in southern Asia would have saved many lives in the Dec 26 disaster.
Work will also begin on installing systems that can detect changes in sea level and broadcast the information in real time to countries in potential danger.
Tidal gauges will be installed at six sites, mainly off the coasts of hard-hit Indonesia, Thailand and Malaysia, Bernal said. Another 15 existing sites will be upgraded around the region.
“We expect to have all those systems operative by October or November,” Bernal said.
A second Unesco-sponsored meeting will be held next month in Mauritius to finalise policy matters and broach divisive questions, including whether one country would host a disaster warning centre or if the responsibilities would be distributed across the region, Bernal said.
Member states plan to meet in June to formally adopt the plan, but work is getting under way immediately.
Officials hope to extend the system globally by 2007 to cover other regions at risk, such as the Caribbean, the Mediterranean and the southwest Pacific.

The role of contemporary universities is currently experiencing tremendous change due to the advancements in technology. Today, it is not just a matter of sound administrative decisions made by institutions, but rather a global realization that e-learning is a dynamically growing industry. Undergraduate and graduate students demand their universities to provide them with the latest technological tools available, so as to increase their efficiency ratios, elevate the quality of their studies, and acquire the needed business skills, which will later help them find the job of their dreams. For-profit or non-profit universities, among other things, produce professionals and need to serve their academic “customers” what they desire if they mean to stay in business. But, are all postsecondary institutions supposed to offer their curriculums through e-learning and what is the outcome of these technological “services” for the academic community?
According to different scholars, as the industrial economy gave its place to what is known today as the “knowledge economy,” the academic world was bound to be impacted. A number of alterations in the university’s form, the consistency of its faculty, the demographics of its participants, the financial resources available, along with the political and social changes that have emerged, caused higher educational institutions to reconstruct their model and redesign their identity. Continuing incorporating these changes and fostering technological innovations has become a major challenge for academic institutions; who wish to keep up with the global pace, or even lead the future course of action. Internet usage and what has come to be known as the educational model of e-learning have created the grounds upon which various stakeholders argue in favor or against the proliferation of a vast variety of technology-based educational tools.
The primary role of a university is to act as an agent towards discovering, creating, preserving, disseminating, and applying knowledge. The act of accepting or rejecting substantial technological tools as educational breakthroughs, creates an opportunity for contemporary academic institutions to realize the importance of their present role and increase the outcome of their future influence on society. But, not all universities are ready to take this step towards modernization, nor should they try. Actually, the decision depends on different parameters, like the institution’s “brand name”, the magnitude and timing of the suggested adaptation, the skepticism of the academic environment, the cultural norms embedded in its system, and the acceptance ratio of the society within the institution operates.
E-learning has created two divisions in the academic field that are possible to be united to one great new force. ‘Brick’ and ‘click’ universities, distinguished by the physical location of their classes, residential or virtual respectively, target the same audience and thus come in opposition. Close observation and qualitative studies have indicated that there is a positive possibility which emerges in-between these two forms of contemporary education. The suggested brick-and-click academic form resembles that of a joint-venture and constitutes a very interesting and rather complete new model that has great future potential in this information age. Under this notion, click and brick universities are not in fact enemies. They are comrades in the vast battlefield of knowledge and they have to remain interrelated in order to increase their performance ratios, ensure higher quality standards for those enrolled, apart from increasing their profit ratios.
The potential benefits from e-learning become clearer, when one considers the global nature of the network constructed through the use of the Internet, the increased number of students in every virtual classroom, the availability of online resources and the ability of business oriented students to enroll. What is probably jeopardized is power and control, in comparison to the traditional model, as the old classic relationship between a professor and a student is transformed, since e-learning lacks personal contact and face-to-face interaction. Nevertheless, as long as the adequate budget and the necessary technological resources are available, administration and faculty members have the ability to use technology and its manifestations towards the improvement of this recently introduced educational tool, while eliminating drawbacks and taking full advantage of the opportunities these new e-learning techniques offer to all.
Although the e-learning educational model has to surpass the threat of creating a rivalry between elite and mass education students, the brick versus click universities battle has to end and these educational forms need to become allies. Constructing a new physical and cyber space community, where people exchange ideas, interact via a variety of tools, learn about different cultures, increase their overall knowledge base, enhance their capabilities, and most importantly learn how to think critically while judging their role during this process, is the primary responsibility of contemporary universities; whether existing online or in a physical space. The conclusion supported is that there should be no battle. Such arguments and debates stall educational exchange and are major setbacks, sacrificing the sacred mission of a university to create and promote knowledge.

How do I become a private investigator?
That’s a complicated question with several parts that largely depend upon in which state you plan on working. You have two options; you either work for a licensed private investigations agency or you go to work for yourself and obtain your own PI company license. Either way, you there are two considerations you must address at some point:
The first consideration is licensing; all but only a handful of states require a state-issued license to be a private investigator. Each state has different background, education and experience requirements that may vary from simply attending a state-approved training course to pre-licensing education, exams, years of work experience and obtaining a sizable professional liability insurance policy with “errors and omissions” coverage. To make matters just a little more confusing, there are some cities that require private investigators to either register or obtain a municipal license in states that do not otherwise require them.
The second consideration is training. Private investigation specific training is the most important investment you can make in yourself! Since most new PIs don’t have the ability or are not ready to start up their own investigations company you will most likely be looking for employment with an established agency. As an owner of an established and well respected detective agency I get resumes all of the time; the first thing I look for before considering a candidate is to ask the question, “How has this person invested in themselves before asking me to invest in them?”
What if I do not have the minimum experience required by the state to obtain my own company license? How will I ever break into the industry?
If your goal is to eventually own your private investigations agency, no problem… every state that requires experience also has a program in place to see that new investigators have access to eventually obtaining their own license. For example, in Texas where we hold an agency license those who are too new simply go to work for an established company until they have the required number of hours to be able apply for their own license. In Florida (where we also have an agency license) they specifically provide internship licenses. Again, every state is a little bit different but thousands of successful private investigators are working today and tens of thousands have come before us; we all had to get started someplace… you can too.
Also, consider your own background and employment related experience carefully some of it may apply. I have known loss prevention agents, security guards (in specific roles), accountants, firemen, bail bondsmen, alarm installers, teachers, and even a librarian use their previous employment experiences to apply for their own agency license.
What type of training should I be looking into?
Any amount of training is great though most PI companies don’t place a whole lot of credibility with the courses from PCDI, Harcourt, and Thompson Direct. You could honestly do much better and at less cost.
Instead, look for academies or training programs that have been created by private investigators. Who knows better about what a new or an aspiring private detective needs to know than an investigator who has been in the field for a considerable amount of time?
Also… look to see that the sponsoring company is active in the industry as well. Are they still providing regular private investigative services to a robust clientele? It’s sad, but many PIs who wash out over a very short period of time in the business look to teaching. In reality, you will learn very little from those who could not make it themselves; success breeds success!
Lastly, I have a little secret I would like to share with you…
Look over the education provider’s entire website and see if you find boastful claims or where the company is bashing other educators. This is a very tight-knit industry and you will find that students who complete training programs from educators that spend time “bad mouthing the competition” have a terrible time getting a break simply because of the animosity created through their educator’s use of negative advertising. I know that seems unfair but it is a reality in this business. This does not mean, however, that you should dismiss the negative press but the first thing an excellent private investigator learns is how to evaluate a claim, identify the source and make a judgment based on additional facts and research. Some statements will have merit while others will not; it’s up to you to make that decision.
What is the difference between a private investigator and a private detective?
Nothing. The terms are used interchangeably but some states choose to use the term “detective” while most use the term “investigator.”
I really just want to help my friends and family to find old friends or people who owe them money. Do I need a PI license?
That’s a great question. Generally speaking, in those states where it is a requirement you will need to obtain a license if you hold yourself out for hire or accept payment from another person or business and participate in or provide the following services:
• Surveillance
• Obtaining or furnish information related to a crime or the identity, habits, business, occupation, knowledge, movement, location, affiliations, associations,transactions, acts, reputation, or character of a person, group or company.
• Securing evidence for use before a court, board, officer, or committee
• Locating or recovering lost or stolen property and unclaimed funds.
• Determining the cause or responsibility for a fire, libel, loss, accident, damage, or injury to a person or to property.
Some states may specifically include such things as service of process, bail enforcement, personal protection and genealogical research under those activities that require a private investigator’s license as well.
Do I have to have a degree in Criminal Justice from a college or university?
No, though some states may accept a degree in Criminal Justice, Administration of Justice or Police Sciences in lieu of the minimum experience requirements. One recent study conducted on behalf of the Virginia Department of Justice concluded that almost 57% of all private investigators do not have a college education.
If I do not have a college education do I have to have a background as a police officer or other law enforcement related profession?
No. Most private investigators do not have a law enforcement background before entering into this industry. It is true that many private investigators may have once had a career in criminal justice but the bottom-line is that private investigation and law enforcement is very different and my experience has been that very few who make the transition from law enforcement are prepared for this type of work, either technically or creatively, on their own. Most of them recognize this and seek industry specific training as well.
What type of person makes a successful private investigator?
This business requires a rare blend of logic and creativity; it’s rare because logical people tend to not be very creative and vice-versa.
I would say that any successful detective must first have the ability to communicate. This means that he or she must have the ability to connect with people of all walks of life, regardless of economic status, ethnicity or education. It also means that the investigator must have the ability to clearly present a simple fact or a complex investigation in writing. The end result of an investigation is the investigative report, which is given to the client upon conclusion of the assignment; this is essentially our work product. If you cannot write reasonably well, your reputation will surely suffer as a result.
Secondly, great investigators have a burning desire to answer any question that is put to them only after a careful and determined effort to identify the facts and circumstances that contribute to a complete and unbiased explanation. We are in the business to provide facts, not opinions; we let our clients draw their own conclusions from our report. Oftentimes in order to get to those facts, we must be relentless in our pursuit of information. This is where logic meets creativity. Dead-ends often only require a different approach!
Lastly, I believe that every investigator should possess a varied set of experiences and knowledge. One characterization of the private detective industry I can make is that by and large we represent a vastness of experience, skills, and trades. One of the most accomplished investigators I have ever met listed “Mom” on her resume. When she decided to become a private investigator she had no appreciable skills that she could put in her resume but through her own experiences she had developed an intuition that was almost never wrong and she could simplify complex problems into there most basic parts. I have personally hired a plumber, building contractor, car salesman, and a host of other seemingly unrelated career types into my own company, CompassPoint Investigations, because they had certain intangibles that made them great in this business!
The bottom line is that anyone can train to become a wildly successful private investigator, just like one can train to become a barber or an attorney, but an aspiring detective has to bring some things to the table that cannot be easily taught: creativity, logic, the ability to communicate and an insatiable curiosity!
I have a criminal conviction in my background from many years ago. Will this affect my ability to become a private eye?
Every state that requires a license to be a PI also requires a background investigation as a part of the licensing process. I believe that a felony conviction will be an automatic disqualification in almost every instance (though I know a felon who has a PI license issued by the city of Columbus, MO.), while misdemeanors may be considered depending upon the crime, its seriousness and the amount of time that has passed since the conviction; again this will vary by state.
Will my military discharge affect my ability to become a private investigator?
In some cases a discharge that is anything but honorable may prevent you from becoming a PI. Just as in the answer to the criminal conviction history above, some states require PI applicants be free from negative military discharge classifications- Bad Conduct Discharge, Less than Honorable or Other Than Honorable service characterizations are grounds for denial of a PI license in several states and jurisdictions.
Perhaps the Florida Division of Licensing put it best: “Private investigators and private investigative agencies serve in positions of trust. Untrained and unlicensed persons or businesses, or persons not of good moral character, are a threat to the public safety and welfare. The private investigative industry is regulated to ensure the interests of the public are adequately served and protected.”
Can I just specialize in a particular type of investigation or will I have to do the surveillances and cheating spouse investigations too?
I absolutely recommend that investigators find their niche and specialize in only a few types of investigations! There are several important reasons for this, which I discuss in my training programs, but it can be summed up this way: when you are the most notable investigator in your region of the country for a specific type of investigation, you will find MANY additional opportunities to make a lot more money than if you advertise yourself as a “jack of all trades.” This has been proven across the country time and time again and is a major topic of discussion in our upcoming private investigation marketing manual.
What types of assignments do private investigators typically take?
Wow, the options are endless and the subject really deserves its own entire section! I have listed the most obvious types of private investigator assignments in an article you can find by going to my Articles Page. I will eventually briefly describe each type of investigation in the next couple of weeks. Continue to check in as we are constantly making additions.
What type of investigation or specialty assignment pays the most?
I don’t know that anyone can answer that question definitively, but I will say that surveillance is typically the most lucrative type of assignment a private investigator can get because it is solid, billable, blocks of time. I am aware that there are particular types of investigations where investigators are making anywhere between $300 and $500 an hour for activities like forensic computer evaluation, security consulting, automobile repossession, and a few others specialties. I personally have made $10,000 in an hour on several occasions in 14 years doing bail fugitive recovery work, those types of paydays are few and far between. Overall I average almost $150 an hour while engaged in bail enforcement, not too bad by most people’s standards, though many investigators just don’t have the stomach for that type of work. It can be extremely dangerous, it is a very competitive field and you get paid only if you can complete the case.
Is private investigation dangerous work?
Obviously, there are some PI jobs that are more dangerous than others like collateral repossession or bounty hunting but, generally speaking, private investigation is not a dangerous job. We all have heard the stories of PIs getting caught while on surveillance by an irate cheating husband or being chased out of a yard at the business end of a shotgun while serving a subpoena. Most episodes of Magnum PI had Tom Selleck dodging bullets, too. Certainly, scary things can and do happen on rare occasions but like all war stories, the ones that seem to get a lot of attention play out more like fiction than reality. Safety is always at the forefront of every trained investigator’s mind.

One of the most difficult things about Tarot reading, after you’ve learned the cards themselves, is picking a spread to use for your reading. There are a variety of spreads for Tarot readings and knowing which one is best is not always an intuitive thing, at least not at the start. This article is going to give you some basic guidelines for choosing a spread to use as well as go over what the most common spreads are. Hopefully, after reading this, you’ll have a good starting point for the spread you decide to use for your subjects.
There are many spreads, some of which are extremely complicated. However, I have found that there are three spreads in particular that fit just about any occasion and should be more than enough to get you started. We can dive into more advanced spreads in future articles.
The most basic spread is the Celtic Cross. This is the most commonly used, and quite honestly, will probably be more than good enough for just about any reading that is asking a general question. What I mean by a general question is one such as, “Will I be getting a promotion at work?” This is a common question that people will ask and doesn’t require too much in depth analysis. For questions of these types, a Celtic Cross spread, which consists of laying out ten cards in a certain order, should be more than good enough to answer the subject’s question. You will probably use this spread about 95% of the time.
The next most common spread is the Celtic Block. This spread is actually very similar to the Celtic Cross as the first ten cards are laid out the same way. However, with the Celtic Block spread, you deal out four more cards, 11 through 14, underneath the fist ten that were dealt out. This spread is usually used when a little more information is required. You will begin to build an intuition for when to use this spread. One thing you must understand is that you can’t start with a Celtic Cross and decide to convert it into a Celtic Block. These are two different spreads and you must decide beforehand which one you are going to use.
The third most common spread, and the most complicated of the three, is the Predictive Manteia. This spread allows you to go into the most depth of the three spreads. The foundation of this spread is the Past, Present and Future Triadic Solidifiers. All the other cards in this spread are placed around these three cards in a certain order. Each solidifier will have a block triad associated with it, totaling nine cards, three for each solidifier. The spread then concludes with cards ten through fifteen, which all have their own meanings. This spread, unlike the first two, cannot be continued. It is complete in and of itself. This spread should only be used for the most complex of questions, such as, “I am dating 2 guys at the same time. The one wants to marry me and move to Atlanta. The other wants me to move in with him. If I marry the first guy, I will have to quit my job (another factor) and relocate, thus selling my home (another factor)…and so on. You get the idea. Questions of this nature are extremely complex because they affect so many areas of the subject’s life. In this case, the Predictive Manteia will probably be the right spread to use for the reading.
As you do more and more of these, you will begin to develop an intuitive sense for what spread to use.

Dating is probably one of the most exciting yet daunting adventures any single individual might ever encounter. Traditional dating—meeting up, going out and eating out—with somebody you are interested with can be a challenge as well as a learning experience for everyone.

1. Ensure cleanliness by keeping on eye on your hygiene and style. The worst thing any man can do is to turn up on a date smelling, unshaven, and looking dirty so the first thing you should do is to take a bath, brush your teeth, and shave those stubborn stubbles. Men who do not know how to maintain hygiene are no-nos for the more hygienic sex. So it pays to spray on some decent cologne and gargle before you meet up with your date.
2. Dress up to look your best. Looking your best when you go out on a date gives the idea that you have prepared for the special occasion even if it’s only a first date. If you don’t have enough dough to buy new shoes or clothes, at least try to wear those decent ones to impress your date.
3. Be on time. The first impression of women is usually based on how much men value their time. If you ask a woman on a date, make sure that you can turn up on time because not doing so will give her the impression that you don’t value your word. If you don’t want your date to think you are unreliable, try be early or at least on time when going out on a date.
4. Before asking someone out, make sure you have a job to flaunt. Women always find security in men you are secured themselves. Although financial stability is too early to discuss, your current job will give her an idea if you can manage dating her for a long time. Men who have jobs give women the impression that they are ambitious and they have the will to go on top.
5. Do all the necessary preparations. Preparing for things you can say during the date will ensure the easy flow of conversation all throughout. Getting your knowledge levels up and sharing it with your date will definitely make her date interested. The safest topic to discuss includes current events so make sure you watch the news or read quality broadsheets.
6. Know when to stop talking and start listening. Opening up topics for a conversation will pave the way for an interesting intellectual stimulation but you must know when the ice has been broken. After you have given your thoughts on a certain topic, ask her what she thinks and listen to her intently.
7. Issues on bills. The general rule in dating is that whoever asks for that date should pay for it. Since you are the one who asked for and you are the man, then, by all means, you should pay the bill. But if the idea of your paying for the entire bill does not sit well to the woman you’re dating and she insists paying for her own, make a compromise. Suggest that she pays the half and you’ll pay for the rest.
8. Being a gentleman pays. Simple things that show your gentleness like holding the door open for her, letting her walk through the door first, and pulling out a chair for her will definitely make an impact on her. Showering her compliments throughout the day will also make her think that you appreciate her efforts of looking good for the date.
9. Watch out for body language. After the date, watch out for her body language before attempting to kiss her goodnight or before trying to seduce her to jump into your bed. Sex on first date is not a good thing unless she wants to. Lastly, don’t tell her that you’ll call her if you don’t have plans of doing so.
10. If you are serious in the woman you’re dating, start learning how to live a healthy life. Smoking and drinking only show irresponsibility and carelessness because you are not taking care of your health.

Many states are experiencing the shock of new governors who are breaking the mold of former elected officials. In past generations, new state governors created a transitional governing period during which they and their staffs could get up to speed on the operations and issues of their states’ governments. In 2007, many new governors are hitting the ground running. Transitional periods seem to be nonexistent with the newly elected governors barely settling into the governor’s residence before making changes within their states.
New York’s new democratic governor is such an elected official. Governor Eliot Spitzer was swore in on January 1st, taking his oath of office and delivering his inaugural speech. By the end of January, he already has formulated new plans to put the New York schools and its students back on the road to success.
Spitzer’s major push is his series of “Contracts for Excellence”, which are methods and programs to improve the New York schools and the education its students receive.
One initiative will provide a significant increase in state aid to poorly performing districts within the New York schools. Of course, this increase in funding has strings attached that the governor believes will set a new course for success for the problem schools. New York schools receiving the extra funding must justify any improvements to their facilities. They also must set goals for their New York schools’ students’ performance. If these New York schools meet their goals, they will receive special recognition for their success, along with the possibility of receiving even more funding. Failing to meet their goals, however, means these New York schools risk funding penalties and the removal of superintendents, principals, and even school district board members.
A second initiative from Spitzer is report cards for New York schools’ leadership. In a recent speech at the State Education building in Albany, Spitzer stated that currently only New York schools’ students and their schools receive report cards. Soon, the New York schools’ leadership will begin receiving annual report cards that will track the performance of district superintendents and individual school principals from year-to-year. For the first time, the New York schools will be able to rigorously compare and evaluate their performance with the report cards following them from one school district to another within the state of New York.
Other initiatives under Spitzer’s Contracts for Excellence for the New York schools are:
• A universal pre-kindergarten for all four-year-olds within the New York schools’ area by 2010. All children deserve the opportunity to get a head start on education through this uniquely designed preschool period of acclimatization.
• The class sizes in the New York schools are much too large, making students in large classrooms difficult to teach and learning next to impossible for the children. Spitzer sees smaller class sizes as a must for educational success within the New York schools.
• Spitzer wants the cap on public charter schools within the New York schools to be raised from the current 100 to 250. Many see these public school academies as the solution to poor performing traditional New York schools. The charter schools also will be required to meet their own “Contract for Excellence” every five years in order to remain open.
• The governor wants to appoint a “Children’s Cabinet” to assist with and guide the improvement efforts of the New York schools. The cabinet will be comprised of regents, education experts, and the state education commissioner.
Lastly, Spitzer announced his appointment of Manny Rivera as his new deputy secretary for education. Rivera is the former superintendent of schools in Rochester, New York.
Though Spitzer did not provide any details of how his proposals will be implemented or from where the funding will come, he did note that his plans will be meticulously formulated in detail during the creation of the state’s budget proposal to the legislature.
